Shelley has focused her career on intricate climate change and natural resource issues. In her current role, Shelley manages complex water policy issues, directs federal and state regulatory and legislative activities, leads thought leader engagement and community outreach programs, oversees technical and scientific projects, and engages on key water supply projects in California. Before joining Westlands, Shelley worked in building construction and in energy generation, engaging in environmental and regulatory planning. Shelley has a JD, an LLM in international human rights and criminal justice, and a BS in Civil Engineering with a concentration in Environmental Engineering.
